Not really.
If we're talking about high leveled players, they usually do over 20k both.
If one does 21 038, and the other 21 491 due to reduced skills... I don't think it'll affect that much (if the opponent didn't use the multi-SRO technique).

If we lose the % forever, we can always just train them up again, so I don't really see it as a "huge" problem.
The only thing that we need to fix is the limits, and add some boundaries.
